I agree that WHO is a very important question, and a very important part of the process. I actually started my thought process with the question who, which leads me to ask, who do you want to design for? I see in your sketch that people, nature, topography and some sort of underlying structure/means of organization are important. But I cannot yet discern a direction. Are the users going to drive everything else: The site, the program, the organization, or will you give each equal importance?
